Fifteen names was a lot. HYDRA was dangerous and if even just a few of those names of top politicians were actually HYDRA, like in reality, then Tony thought that they were screwed. The organization would grow. Chaos would reign-- so they had to do something about it. Something drastic.
"You activated the Soldier accidentally?" he asked. "I don't buy that. It's not like you get a black trench coat, spy glasses and the codes to the Asset at your first Hail HYDRA. You knew he existed. You had access to the trigger words. You used them. And then you sent him to kill people. Not cool."
Tony glanced at Steve. The blond's face was unreadable. He didn't like it.
