Possibly to Steve's surprise, the Soldier didn't block the doorway or make any moves to stop him from leaving. Mostly because it was obvious that they couldn't stay in this little building forever and there was a full intention to follow him and make sure nothing happened.

A girl across the street coming out of a place with a large M over the door, holding one of those greasy burger bags and dressed in jeans and a t-shirt, pointed a small rectangle at him and it flashed.
The Soldier remained within grabbing distance, though concealed by the shadows in the doorway.
