Bucky snorted quietly, voice also a little hoarse. He hadn't had the feeding tubes like Tony, but he had been quiet for a long time now. He had mostly refused to talk to the military people who kept coming through wanting him to sign official secrets papers, or being cagey about declaring him alive again.

Some bullshit about it not reflecting well on the military to be seen to be wrong in the eyes of the public. So what the hell is he supposed to do to keep them from being wrong? Be legally dead forever?
